CCC to administer Premier University

The Chamber Judge of the Appellate Division has stayed the validity of a writ petition challenging the formation of the Premier University Trust established by the Chattogram City Corporation (CCC).

This ruling effectively reinstates CCC's authority over Premier University.

On December 24, Chamber Judge Justice Md Rezaul Haque issued the stay order during a hearing on a civil petition for leave to appeal, filed by the Chairman of the University Grants Commission (UGC).

Legal proceedings

Representing the UGC, Senior Supreme Court Barrister Ruhul Quddus Kajal argued the case, assisted by Advocate M Mosaddek Billah. Meanwhile, Barrister Naushad Jamir and Advocate Naqib Saifullah represented the family of ABM Mohiuddin Chowdhury, former mayor of CCC and an Awami League leader. Advocate Md Mosaddek Billah later confirmed the order to Jago News.

Background and allegations

The Premier University was established by CCC, but allegations have surfaced claiming that the late ABM Mohiuddin Chowdhury sought to convert the institution into a personal and family property. 

Reports have suggested misuse of university funds, including involvement in corruption and illicit activities.

Despite a 2017 High Court verdict favouring the Chowdhury family, no appeal was filed by the then UGC leadership to contest the decision. However, after Professor SMA Faiz assumed the role of UGC Chairman and Dr Shahadat Hossain became CCC Mayor, efforts were renewed to return the university to CCC's administration.

Supreme Court intervention

In line with these efforts, a civil petition for leave to appeal was filed with the Appellate Division, challenging the 2017 High Court verdict. The Chamber Judge Court’s stay on the previous judgment now ensures that Premier University will be managed by CCC moving forward.
