Govt's purchase committee approves 24 proposals

The Cabinet Committee on Government Purchase (CCGP) on Wednesday approved 24 proposals, including two for fixing power tariff to procure power from two solar power plants for a long 20-year period with an overall estimated cost of around Taka 11,044.80 crore.

The approval came from the 35th meeting of the CCGP this year held today with Finance Minister AHM Mustafa Kamal in the chair.

Briefing reporters virtually after the meeting, Additional Secretary of the Cabinet Division Md Syed Mahbub Khan said the meeting approved a total of 24 proposals. 

He said following a proposal from the Power Division, Bangladesh Power Development Board (BPDB) would procure electricity at Taka 10.989 for per kilowatt hour from the Consortium of Max Infrastructure Limited and Hanjo Bowler Company Limited for a 20-year period with around Taka 6,410.40 from the 180MW solar power plant being set up at Jamalpur Sadar Upazila.

The BPDB will also procure electricity at Taka 11 for per kilowatt hour for a 20-year period from the joint venture of Energon Renewables Ltd and PWR Energy Trading LLC with around Taka 4,634.40 crore from the 130 MW solar power plant being set up at Gazaria upazila in Munshiganj district.

The meeting also approved another proposal of BPDB to procure repairing services for Gas Turbine damage compressor of Ghorashal 3rd unit Repowering Combined Cycle Power Plant from General Electric (Switzerland) GmbH with a cost of Taka 167.98 crore.

The meeting also approved two proposals of BPDB to procure a total of 48,597 SPC poles under lot 1 and lot-3 of the 'Modernization and Strengthen of Electricity Distribution System of BPDB (Khulna Division)' with a cost of Taka 138.80 crore.

The BPDP will procure the lot 1 from joint venture of TSCO Power Limited, Confidence Infrastructure Limited and Vicar Concrete Products and the lot 3 from joint venture of Contech Construction Ltd.; Poles & Concrete Ltd. and Pasha Poles Ltd. 

The meeting also approved the 'Deed of Amendment to the LNG Use Agreement draft' of Petrobangla under the Energy and Mineral Resources Division to increase the capacity of LNG in Moheshkhali to 600 MMCFD from 500 MMCFD by Excelerate Energy Bangladesh Ltd (EEBL).

The same committee also approved another proposal for Petrobangla to buy 0.85 MTPA LNG from 2026 to 2027 and 1.0 MTPA LNG from 2028 to 2040 from Excelerate Energy Bangladesh Ltd under a long-term deal for 15 years.

Following another proposal from the Energy and Mineral Resources Division, Petrobangla would procure some 33.60 lakh MMBtu LNG from the spot market with a cost of around Taka 762.36 crore where per MMBtu LNG would cost $17.55. M/S Vitol Asia Pte. Ltd, Singapore would supply this LNG.

The meeting also approved a proposal of the Department of Information and Communication Technology under Information and Communication Technology Division for the purchase of 25,125 laptops from Walton Digi Tech Industries Ltd under the project "Her Power Project, Empowerment of Women with the help of technology" with a cost of around Taka 165.01 crore.

Following a proposal from the Ministry of Agriculture, Bangladesh Agricultural Development Corporation (BADC) would procure 30,000 tonnes of MPO fertilizer from JSC Foreign Economic Corporation "Prodintorg" Russia under state-level agreement with around Taka 106.59 crore. 

The meeting also approved a proposal of Local Government Engineering Department (LGED) under Local Government Division to appoint joint venture of Nippon Koei Co. Ltd; Koei Research & Consulting Inc; Nippon Koei Bd Ltd and Resource Planning and Management Consulting Ltd for consultancy services with a cost of Taka 241.04 crore.

CCGP also approved a proposal of Food Department under Food Ministry to procure 50 thousand metric tons wheat from M/S Agrocorp International Pte Ltd, Singapore with a cost of around Taka 164.74 crore.

The meeting also approved another proposal of Food Department to purchase the activities of conversion of Chattogram Silo into BMRE from Vigan Engineering S.A Belgium with a cost of Taka 63.21 crore.

CCGP also approved a proposal of the Bangladesh Chemical Industries Corporation (BCIC) under the Ministry of Industries to procure 30,000 metric tons (10%+) bulk prilled urea fertilizer from Muntajat, Qatar with a cost of Taka 136.74 crore.

The meeting also approved another proposal of the BCIC to procure 30,000 metric tons of bagged granular urea fertilizer from Karnaphuli Fertilizer Company Limited (KAFCO), Bangladesh with a cost of Taka 131.93 crore.

In addition, it also approved another proposal of the BCIC to procure 25,000 metric tons (10%+) bulk Rock Phosphate (72% BPL minimum) from M/S Desh Trading Corporation (Main Supplier: M/s Jen Trade FZE UAE) with a cost of Taka 95.67 crore.

The meeting also approved a proposal of the Trading Corporation of Bangladesh (TCB) under the Commerce Ministry to import 6000 metric tons lentil from Shabnam Vegetable Oil Industries Limited with a cost 66.58 crore and another proposal of the TCB to import 40 lakh litre rice bran oil from Majumdar Bran Oil Mills Limited with a cost of Taka 62.50 crore.

The meeting also approved another proposal of TCB to procure 80 lakh litre soybean oil from City Edible Oil Limited with a cost of Taka 125.10 crore.
